CSS stands for Central Superior Services while PMS stands for Provincial Management Services.
CSS is an elite civil service authority which is responsible for running the bureaucratic operations and government secretariats and directorates of the Cabinet of Pakistan.
PMS on the other hand is a competitive exam conducted by the public service commission of the respective provinces of Pakistan to fill empty seats in provincial management domain.
CSS exam is conducted annually while exam is held only when positions are vacant in the provincial management services.
Similarly CSS qualifiers can serve in their respective department throughout Pakistan while PMS officers can serve only within the province.
Which is best CSS or PMS?
Appointment to both services is done through competitive exam. Both services are equally important and do appointment to almost the same departments. The only difference between CSS and PMS is, CSS appoint candidates from all over the Pakistan and PMS do it on provincial bases only.
